City police arrested 20-year-old Jordan Thayer after noticing a car around 5 p.m. Wednesday with an expired registration on Willard Street. Thayer is accused of speeding away when officers attempted to stop him.
A short time later both Thayer and a passenger exited the car while it was still moving in the 100 block of Barrows Street and fled the area. The car then crashed into a parked car in the area.
Thayer was eventually taken into custody and later found to be impaired by drugs.
Police discovered that the car was stolen from the Town of Ellicott. A switch blade knife and marijuana were also found inside the car.
Thayer faces multiple charges. City police are still searching for the passenger.
