City DPW Releases 2017 Street Projects List

JAMESTOWN – The Jamestown City Council met Monday Night and briefly discussed the 2017 Street Project list from the Department of Public Works.

The Project list was released late last week and details the various streets repair and reconstruction projects the DPW would like to complete during the construction season.

DPW director Jeff Lehman tells WRFA his department will focus on dozens of projects, including a major one on the city’s south side.

“The big projects, are obviously Newland Avenue, finishing that all the way down to Foote Ave. That’s going to be the bulk of our summer. But we also have a number of large parks projects that we’re working on, with a bike path, from Fluvanna Ave. down to 8th Street. That’s a significant project for us and will take some time, and that’s something that we got state funding for, and that gets factored into what we can do with the money we have,” Lehman said.

Lehman also notes that the 2017 projects list does not include all of the streets that need attention. But with a limited budget, there’s only so many streets that can get addressed in any given year.

“We go over the entire city and look at the streets – which are the worse, which ones we can save, which ones can we spend just a little bit of money on and try to get a three or four more years out of, and try to massage a plan where we get the most bang for our buck, out of the amount of money that we have,” Lehman said. “I know that we can look at the list and there’s not one on there where someone will argue with me and say it doesn’t need work, and we know there are other streets out there that need more work and we’d like to do more with, but this is based on budget.”

Also during Monday’s meeting, city officials reviewed a $200,000 storm water management project on the west side near Huxley Avenue. Officials said it’s a joint effort with the Town of Ellicott and once an underground retention pond is in place, it could lessen some of the flooding residents have seen in recent years, following a significant rain storm.

And the city also got an update on sales tax revenue for the first quarter of 2017, with comptroller Joe Bellitto noting that revenue came in at $1,368,000, which is about $30,600 (2.25 percent) higher than what the city received in the first quarter of 2016.

“Our sales tax budget is $6,000,000 for the year and we’re at 22.8 percent of the budget after the first quarter, which is a little bit higher than where we were last year,” Bellitto said, adding, “As this compares, we are in the 22 to 23 percent range. Normally I like to see the first quarter at the 23 to 24 percent range, because usually the last two quarters are our best quarters, but we’ll have to wait and see how it goes.”

Besides property tax revenue, sales tax revenue is one of the main revenue generators for the city’s $35 million budget.
