Two Charged with Child Endangerment Following Investigation at ‘Deplorable’ City Apartment

Jamestown Police BadgeJAMESTOWN – Two people have been arrested, a child has been placed with protective services and a home has been condemned following an investigation into a domestic incident that took place Tuesday afternoon.

Jamestown police were called to an apartment at 30 Terrace Pl. at about 3 p.m. Tuesday following a call by a concerned neighbor, reporting that an adult male was allegedly screaming at a child. On arrival police found 41 year-old James Voorhees and a 5 year-old female in the home, which was described as being in deplorable condition. Officers say there was rotten food and animal feces throughout the residence, along with no working plumbing in the bathroom.

During the investigation, the child’s mother – 38 year-old Shirley Lanphere – arrived at the scene and allegedly tried to take the child while becoming disorderly with officers. Both Lanphere and Voorhees were charged with endangering the welfare of a child. Lanphere was also charged with obstruction and resisting arresting.

The apartment was condemned by the city and the child is now in protective services.
