ALBANY – New York Governor Andrew Cuomo is showing no sympathy to city and county leaders who have blamed his two-percent cap on annual property tax increases and mandates to pay for state-funded programs for continued tightness in their annual budgets. Cuomo said local government leaders need to make tough decisions to balance the budget, which is what he had to do when faced with a multi-billion dollar budget deficit last year. The governor suggested he would be supportive of efforts to regionalize government structures — “economic reality is going to take you there,” he said — but he stopped short of any specific advocacy.
